These differ per municipality, they are not always collected and the percentages vary.
Again a certain percentage is charged when you're issued a building or renovation permit, the percentage is depended on the size of the renovation.
When it comes to garbage collection, sewage and road maintenance, each municipality will require of its citizens a contribution. You will usually receive a bill for this somewhere in July or August. The Catalan are mostly on holidays in August and during this period they take care of things like this.
On the other hand foreigners usually use this period to visit their second house in Catalunya, right on time to settle this.
Municipalities also require what they call 'plus valia' when you sell your Catalan house. This is not to be confused with overvalue, what they tax is a percentage of the increase in fiscal value.
